Presentation of 2018 Bertelsmann Transformation Index

The 2018 Bertelsmann Transformation Index (BTI) was presented at the Argentine-German Chamber of Industry and Commerce as part of the 2018 Global Latino Forum. The event’s speakers included Hauke Hartmann, Liliana De Riz, Daniel Arroyo, and Marcelo Scaglione.

The Bertelsmann Stiftung Transformation Index (BTI) analyzes whether and how developing countries are directing social change toward democracy and a market economy. Experts from 129 countries, who are guided by a list of standardized codes, evaluate to what degree 17 different criteria are met.

In 2014, the Center for the Opening and Development of Latin America (CADAL) signed an agreement with Bertelsmann Stiftung to translate and publish BTI’s methodology, global trends, and regional chapters.

Hauke Hartmann, Senior Project Manager at the Bertelsmann Foundation and member of CADAL’s Advisory Council, presented the 2018 Transformation Index’s Methodology and Global Trends. Hartmann is also director of BTI’s project titled “Shaping Change – Strategies of Development and Transformation”

The first panel concluded with a presentation by Liliana De Riz, who holds PhD in Sociology from the University of Paris School of Advanced Studies in Social Sciences, on Argentina’s performance in the 2018 Transformation Index. De Riz is also a senior research at CONICET and part of CADAL’s Academic Council.

In the second panel, Congressman Daniel Arroyo, former Minister of Social Development for Buenos Aires Province, spoke about the challenges Argentina faces in the pursuit of social and economic transformation.

For the closing of the 2018 Global Latino Forum, Marcelo Scaglione, Deputy Secretary for the Treasury Department and Argentine representative to the OECD, analyzed the challenges that Argentina faces in terms of economic transformation in order to join the OECD.
