Claim for recognition of Cuban Civic Movement at OAS

The head of the Center for the Opening and Development of Latin America (CADAL), Gabriel Salvia, claimed to the foreign ministers gathered in Lima also to lift the ''implict suspension that the majority of the Hemispheric states hold towards the human rights supporters in Cuba and thus comply with article 1 of the Inter-American Democratic Charter.

(Lima, June 7, 2010) After lifting the suspension of Cuba at OAS, that took place more than a year ago at the Assembly in Honduras, the head of the Center for the Opening and Development of Latin America (CADAL), Gabriel Salvia, claimed to the foreign ministers gathered in Lima also to lift the "implict suspension that the majority of the Hemispheric states hold towards the human rights supporters in Cuba and thus comply with article 1 of the Inter-American Democratic Charter.

From Lima, where he attended to the meetings of Civil Society at the OAS General Assembly and took part in the Inter-American Democratic Forum 2010 that took place at the Peruvian Congress, Salvia demanded the "ackowledgement, support and protection of the Cuban civic movement, like many European democracies" and highlighted that "the death of the prisoner of conscience Orlando Zapata Tamayo shows that nothing has change in Cuba regarding human rights".

For the Chairman of CADAL "the states that form OAS cannot be accomplices of the Cuban dictatorship excluding the Cuban peopel from their diplomatic relations, specially their democratic activities and the relatives of political prisoners. The embassies of the countries that take part in OAS should also put in practice there the Inter-American Charter, since as article 1 states 'the peoples of America have a right to democracy'".

Salvia invited the government of Peru "to lead the democratic solidarity with the Cuban people, inviting to their national party on July 28, the Cuban civic movement referents and the relatives of the political prisoners". For Salvia many other countries like Peru have a high democratic quality, like Chile and Uruguay and could follow the example giving recognition and support to the Cuban democrats".

At the same time, the Chairman of CADAL critized the Foreign minister of Argentina Jorge Taiana because he "expressly instructs the Argentine diplomats in Havanna not to contact dissidents, something that contradicts the foreign policy in human rights they so much claim to have and to the recognitions they gave to the exemplary practicies of committed diplomacy to officers of foreign democratic governments during the last military dictatorship in Argentina".
