August 23 is the "Day in Remembrance of the Victims of totalitarianism", and since 2013 the Václav Havel Institute of CADAL and the Konrad Adenauer Foundation organize an event dedicated to Remembrance and International Democratic Solidarity. The conference commemorates the date of the signing of the agreement between Nazi Germany and the Soviet Union in 1939. The European Parliament adopted this day "Considering that deportations, murders and mass enslavement, perpetrated in the context of acts of aggression by Stalinism and Nazism fall under the category of war crimes and crimes against humanity". The Legislature of the City of Buenos Aires adopted this day by law # 5608 at 2015.
