The following year he founded the International Human Rights Institute based in Strasbourg (French Republic), which promotes the protection and promotion of human rights through research and teaching. On December 11, 2015 - after 15 years developing as an association -, the French Prime Minister signed, based on the recommendation of the State Council, a decree that was established by the René Cassin Foundation - International Institute for Human Rights.
